The planning phase of the toolkit is the core for active participation of stakeholders and the public in efforts to improve the prevention system. Planning promotes efficiency by providing a voice for all citizens in communities. This part of the toolikt includes information on: a SWOT analysis, Logic Model development, Mission and Vision guidance, work plans, evidence-based practices definitions, and engagement of family and youth voice, to create a common agenda and community collaborative plan.
